Job Description

The Center for International Forestry Research (CIFOR) and World Agroforestry (ICRAF) envision a more equitable world where forestry and landscapes enhance the environment and well-being for all.  CIFOR-ICRAF are non-profit, scientific institutions that conduct research on the most pressing challenges of forest and landscape management around the world.

Using a global, multidisciplinary approach, they aim to improve human well-being, protect the environment, and increase equity.  Their work focuses on innovative research, developing partners’ capacity, and actively engaging in dialogue with all stakeholders to inform policies and practices that affect forests and people.  Their work spans the globe, with expertise in the ‘global South’.  Founded in 1993 and 1978 respectively, CIFOR-ICRAF began merging on January 1, 2019.  They are members of CGIAR, a global research partnership for a food secure future dedicated to reducing poverty, enhancing food and nutrition security, and improving natural resources.

CIFOR, in partnership with Agricultural Research for Development (CIRAD), the Food and Agriculture Organization (FAO) and Wildlife Conservation Society (WCS), is implementing the Sustainable Wildlife Management (SWM) Programme in the KaZa (Kavango-Zambezi) Transfrontier Conservation Area (SWM Project KaZa).  Activities will be carried out in the Zambian and Zimbabwean parts of the KaZa under the auspices of CIRAD, with CIFOR focusing primarily on Zambia.  CIFOR will work in close collaboration with Zambian administrations in charge of wildlife management, forestry and fisheries.

The SWM Project KaZa is part of a six-year SWM programme funded by the European Union that started in July 2017.  Its overall objective is to reconcile the challenges of wildlife conservation with those of food security in a set of key socio-ecosystems (forest, wetland and water).  It promotes sustainable and legal exploitation of resilient animal populations by indigenous rural populations, while increasing/diversifying protein supply for the benefit of rural and urban populations.  The SWM Project KaZa will be implemented under supervision of the CIFOR country office in Lusaka, (CIFOR Operations Manager), Zambia, as well as under the SWM KaZa Site coordinator, and in collaboration with the other SWM partners.

The SWM programme has developed a series of innovative Social Safeguards to ensure the implementation of a human rights-based approach toward women and men of indigenous and local communities with whom it works and engages. The safeguards are framework documents designed to be adapted and implemented at project sites to strengthen community control and management of land and resources and to build organizational capacity and skills.

The SWM Social Safeguards are grounded in a Community Rights-Based Approach (CRBA).  This is an overarching framework with two key objectives.  First, it ensures SWM programmatic objectives are reached through empowering rights holders (notably women) to claim and exercise their rights.  Second, it strengthens the capacity of duty bearers, who have a particular obligation or responsibility to respect, protect and fulfil these rights.  This approach is complemented by two main tools:  the protocol on Free, Prior and Informed Consent (FPIC) and the Grievance Redress Mechanism (GRM).  The first supports the inclusive participation, engagement and decision making of women and men of indigenous peoples and local communities in any project activities that may affect them; the latter is designed to ensure that any project-related complaints for violation of FAO Environmental and Social Standards made by individuals or groups of people are resolved in an effective, timely and transparent manner.

The promotion of gender equality and women’s empowerment is built into the CRBA by ensuring that the different roles, needs and priorities of men and women, but also their different potential, capacities and contributions to the sector are considered in the planning and implementation of project activities. To this aim, a work of collection and documentation of information on gender disparities and activities for women’s empowerment are planned throughout the implementation process and across all results.

This is a fulltime consultancy position, with a duration of assignment of 10 months.
