Chemonics seeks a Deputy Chief of Party – Operations (DCOP) for the anticipated USAID Zambia USAID Water Sanitation and Hygiene Governance Institutions and Policies (WASH-GIP) Activity. WASH-GIP will increase sustainable WASH service delivery in Muchinga, Northern, Western and Southern Provinces. The purpose of this activity is to professionalize WASH services, to promote accountability for reliable and high-quality WASH services, and to enhance the enabling environment for service delivery. All activities are predicated on enhanced sector governance, for this reason, the WASH-GIP activity will work with the GRZ entities at the national, provincial, and local levels to ensure that the systems, policies, and processes are in place, implemented and enforced to ensure Zambians receive access to high-quality WASH services. WASH-GIP will also work with the private sector to leverage reach, innovation, and long-term commercial interests to provide lasting services. By doing so, USAID will greatly contribute to building the capacity of Zambian WASH service providers.
The Deputy Chief of Party – Operations (DCOP) will be the primary point of contact and technical advisor to USAID’s institutional partners. The position will be based in Zambia. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
Work in close coordination with senior program staff to manage the day-to-day operations and administration of the program, including project operations procurements, grants, operational systems, and logistics
Oversee all program operations including but not limited to administration, logistics, operations procurement, operations budgeting, financial matters, and property assets
Oversee the project’s human resources and support the recruitment, onboarding, and management of staff and short-term technical assurance
Oversee the design and implementation of the project’s grants program and oversee subcontracts
Ensure that program operations are in accordance with USAID regulations and procedures, enabling fair and transparent procurement processes, review of financial management, and finalization and selection of vendor and partner support
Ensure personnel and HR, operations procurement, finance, security, IT, and logistics files and documentation are compliant, complete, and maintained as applicable in the relevant filing structure/system
Coordinate with the Contractor Home Office on all compliance issues, seeking legal and policy guidance on sanctions and other applicable restrictions
Qualifications:
Bachelors’ degree in engineering, public policy, public administration, economics, water and natural resource management, or related field required; advanced degree preferred
Minimum 5-10 years of program and operations management experience working on USAID-funded programs
Experience working on WASH and/or other governance, policy, or service delivery-focused projects
Experience managing grants and subcontracts on USAID-funded programs​
Supervisory experience and demonstrated ability to form strong working relationships, mentor, and motivate staff
Skilled in enterprise resource platforms (ERPs), experience in Microsoft D365 preferred​
Excellent written and oral communication skills
Demonstrated leadership, versatility, and integrity
