Background:

FHI 360 is seeking to recruit a Chief of Party (COP) to steer a USAID/Zambia HIV Prevention project that we are pursuing. The project will specialise in community-level interventions to implement evidence-based HIV prevention services in Zambia, including priority and key populations, for five years starting in November 2020. The project is predicted to make sure completed referrals and linkages to high impact biomedical prevention services also as referrals for treatment for people living with HIV (PLHIV) at health facilities. The project will support the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) because it works towards the goal of an AIDS-Free generation, in Zambia, also as globally. The successful candidate will be stationed in Lusaka, Zambia.

Job Summary:

As the ultimate responsible person for the USAID/Zambia HIV Prevention project, the Chief of Party (COP) will function the principal liaison for the project to the donor (USAID/PEPFAR), implementing and strategic partners, officialdom and FHI 360’s various offices. because the project director, s/he will lead the delivery of a complex program to extend the supply of, and to enhance the standard, of HIV prevention activities also as care and support services for the targeted beneficiaries, which include target populations and key populations (KPs).

Main Responsibilities and Duties:

The COP will Serve as the project’s main point of contact for USAID/Zambia; and act as liaison between the project team and USAID/Zambia, Government of Zambia officials, the donor (USAID/PEPFAR), implementing and strategic partners, and every one other relevant stakeholders and client country partners. Provide overall vision, strategic direction, and thought leadership to the project team, including any subrecipients/partners. Responsible for achievement of project deliverables, targets and objectives also as both timely and quality reporting on progress and results. Ensure that the project remains on target in terms of implementation against the workplan, spending against the budget, and results against targets and overall objectives. Maintain optimal use of resources, in terms of appropriate staffing, cost-effective operations, accountability for contractual requirements and regulations, and compliance with organizational policies and procedures also as QA standards for project management. Manage the project team, supervise direct reports, and coordinate performance management including accountability and incentives systems. Responsible for ensuring that both Prime and Subrecipients’ award management systems and financial controls suits generally accepted accounting practices and meet USAID’s cost principles and standards. This includes appropriate procurement, use and disposal of project resources/assets. Oversee knowledge management, scientific and technical leadership efforts, and therefore the documentation of lessons and successes of the project. This includes introducing innovative approaches, ensuring that interventions are evidence-based, and providing direction for timely and appropriate project pivoting (in response to changing needs or circumstances). Qualifications: A Bachelor’s degree, or higher, during a relevant discipline like public health or international development. A Master’s degree and a complicated degree during a clinical or public health discipline (medicine, nursing, epidemiology) are preferred. At least ten (10) years of senior-level project management experience. Demonstrated experience leading successful USAID/PEPFAR-funded, NGO-led large-scale or complex HIV prevention, care and treatment programs in Sub-Saharan Africa. Expertise in HIV Prevention, and specifically with Key Populations programming, is very preferred. A strong foundation in Organizational Development (OD)/Capacity Development (CD) is preferred, including experience overseeing training, mentoring/coaching and technical assistance provision to implementing partners. Demonstrated ability to determine professional relationships and to figure collaboratively with host government agencies, donors, civil society and community-based organizations. Strong understanding of the Zambian stakeholders and native context may be a major asset. Strong leadership, communication and interpersonal skills, including ability to develop and communicate a standard vision to diverse partners and foster collaboration across a multi-disciplinary team.
