National consultancy to provide training, conduct coaching via BDS provider for 15 Women-Led enterprises
Background
SNV Netherlands Development Organisation (SNV) is a not-for-profit international development organisation founded in the Netherlands in 1965, with local presence in over 25 developing countries in Asia, Africa and Latin America. SNV provides advisory services, knowledge networking and supporting advocacy in the agriculture, water, sanitation and hygiene and renewable energy sectors. Driven by the Sustainable Development Goals (SDGs), SNV makes a lasting difference in the lives of people living in poverty by helping them raise incomes and access basic services.
The INCREASE Project
SNV is implementing a 7.29 million Euro SIDA funded project called INCREASE (Increasing Climate Resilience in Energy and Agricultural Systems and Entrepreneurship). INCREASE is running initially for 3 years, from 2020 up through 2022. The geographic focus is Southern, Lusaka, Central, Copperbelt and Eastern Provinces.
The INCREASE project aims to contribute to resilience in farming and agribusiness by working with targeted private companies, to encourage investment in climate smart agricultural practices and deploy decentralised energy systems (solar, biogas, etc) to increase and stabilise production in cotton, dairy and horticulture
The project follows a three-pronged approach:
With farmers in out grower schemes, the project seeks to improve income, food and energy security, largely through adoption of climate smart (CS) practices and increasing access to CS products, services and finance
For businesses, the project facilitates better linkages between SMEs and companies, improving companies’ extension capacities and promoting expansion of and diversification into, CS products, CS services, and CS equipment
For the enabling environment, the project promotes CS practices through government stakeholders, facilitates coordination of CS practices and extension services within the private sector, and strengthens the institutional environment for youth (self) employment.
A poor business-enabling environment hinders small and micro women entrepreneurs from accessing financial products, business development services, and sourcing of business inputs, technologies, and information. Financial markets are still not working well for small business owners and many financial institutions remain unreceptive and unconvinced of the value of providing loans to small businesses, especially when owned by women. Loan regulations in some cases prevent loan extension to women entrepreneurs. Women’s businesses do not have access to financial services to the same extent as male-operated businesses due to collateral requirements that many women are unable to pledge – women often are not registered as owners of business premises as well as land.
SNV recognizes the negative impact on profits and incomes that inequality between men and women brings. The gender gap is a lost opportunity for business. SNV is thus initiating a training and coaching programme for selected women-led enterprises to orient them in basic business management, technical business training, to improve support for women entrepreneurs and identify avenues for future action to accelerate women’s entrepreneurship development. The training and coaching programme is intended to enhance the participants’ ability to develop and lead sustainable businesses; improve products and services; and increase beneficiaries’ access to quality climate smart services and other related services, within one or more of the three value chains supported under the project.
SNV plans to hire a consultant to undertake the training and coaching programme.
Objective of the Assignment
The overall objective of the training and coaching programme is to strengthen the capacity of enterprises in literacy, negotiation skills, business skills, leadership skills and capacity to manage external risks relating to limited access to markets, finances, knowledge and agricultural inputs. Improved capacity of enterprises is in return expected to help improve the value chain and the business models of the stakeholders involved (Lactalis, Alliance Ginneries, PG Farms, Havillah Gardens, Hanfre). Participants will consist of approximately 15 groups drawn from the regions where the INCREASE Project is cooperating from.
The training and coaching programme will have the following components:
Assessment of participants’ business knowledge and skills, and identification of knowledge and skills gaps (support to VC marketing, business fairs, climate smart agricultural practices, agro-forestry tree nurseries, bio-fertilizer companies and a few other CS businesses)
Institutional Capacity Building for the women-led enterprises
Directly improve access to markets (marketing) for women entrepreneurs and linking them to markets through targeted VC companies and lobbying the VC companies to take on board the women enterprises
Coaching participants in basic business management and development of entrepreneurship, access to support networks and access to capital.
Outputs and Deliverables
The main output of the assignment will be training, coaching and evaluating the coaching in basic business management and strengthen their competencies in marketing to improve support for women entrepreneurs. This will be guided by a road map with clear milestones/deliverables.
Deliverables
Subject to the consultant’s inputs, the main outputs of the assignment are spread out over a period of 12 months and are likely to include the following:

Tasks for the Consultant
The selected consultants or consulting firm shall perform the tasks below;
Desk review with relevant documents supplied by SNV
Write and submit an inception report highlighting the implementation proposal, approach and methodology
In the form of a road map, design a training and coaching trajectory that will enable participants improve their skills in basic business management and strengthen their competencies in marketing – to improve their businesses.
Design a framework that will enable assessment and monitoring of the training and coaching.
Facilitate a 3-day initial training workshop in business management, sales and marketing, followed by a 1-day review meeting. The 3-day initial training and the review session will be done in all three field SNV offices. The consultants will provide the participants with adequate material/documentation.
6) Provide work plans for each group on how, when, and where the coaching will take place to suit the schedule for each women-led enterprise.
Conduct a 1-day evaluation coaching session with the selected Women led enterprises to assess how helpful the coaching was and how it has influenced they business decisions.
Write and submit a draft training and coaching report
Submit a final training and coaching report including the process, programme, initial learning outcomes, and recommendations.
Scope and Organisation of the Assignment
The consultants will facilitate a 3-day initial training workshop in business management, sales and marketing, followed by a 1-day review meeting. The 3-day initial training and the review session can be done in the respective three field SNV offices. The consultants will provide the participants with adequate material/documentation. Women led enterprises will have coaching sessions with the consultant for a duration of 12 months.
SNV offers the option of a virtual training portal which could be used particularly for review meetings and remote coaching on AG1.global – THE ALL IN ONE NETWORKING, EDUCATIONAL AND BUYING PLATFORM FOR THE AGRICULTURE MARKET.
Approach and Methodology
The consultants will be responsible for delivering the training and coaching sessions basic business management, sales management and marketing. The consultants will -when necessary- provide tailor-made in-house coaching to stimulate learning and skills development and foster sustained interaction among the Women led enterprises. The consultants will work closely with the project’s staff in the initial design of training and coaching trajectory.
Location and Period of Service
The assignment will be implemented in the three field offices for the initial training workshop and the review meeting. The programme will also encourage peer to peer learning. The assignment should start in June 2021 and be completed no later than July 2022. The consultants shall propose a detailed schedule and milestones of the assignment with the letter of interest. The consultants will deliver the tasks in part 3 above and specify other important auxiliary tasks and propose a tentative schedule with milestones for discussion.
Competencies of the consultant/consultancy firm
Basic competencies
The consultants/consultancy firm shall have a record of accomplishment in gender, vocational training and coaching and the monitoring thereof. The following basic competencies are expected of the consultants:
Proven experience in developing, organizing and conducting training in business planning/development
Experience in developing, organizing and conducting training in leadership development will be an added advantage
Extensive experience with a non-directive approach of coaching professionals (i.e. ability to structure sessions, create rapport, listen and reflect, and stimulate commitment to action);
Extensive experience with gender related assignments and usage of gender appropriate tools
Expected Level of Effort
The consultancy firm should have at least two consultants with experience in designing and conducting tailor-made training in coaching, management, business and leadership development, thus:
Lead consultant/Team Leader (30 days) – with a master’s degree in management, Business Administration, Economics, social sciences or other relevant field; or a professional qualification with at least 15 years’ experience. Fluent English and Nyanja languages are a must.
Support Consultants/Training Experts (20 days) – with a degree in Management, Business Administration, or other relevant field; or a professional qualification preferably with a minimum of 10 years’ technical training experience. Fluent English and Nyanja languages are a must.
The training is expected to be completed over a period of 30 working days and the coaching will run for a period of 12 months. This period includes provision of all deliverables and travel time. The assignment should start in June 2021 and be completed no later than July 2022.
Fees and Expenses
The consultants/consulting firm should clearly indicate in their proposal the total costs of carrying out the assignment including remuneration, DSA, travel and transportation fees and any other sundry expenses that may be needed to complete the assignment. The consultant should also indicate the support and resources expected from Increase/SNV to successfully carry out the assignment.
The consultant will submit a technical and financial proposal, including a work plan, for implementation of this assignment.
Evaluation Criteria
The proposals received will be evaluated using the following criteria and other relevant criteria as may be considered appropriate by evaluation/review committee:
Relevant qualifications and years of experience.
Relevant work experience of the proposed team members.
Depth of proposal in addressing the ToR.

Technical proposal
Based on the ToR and information provided by the Increase project, the consultants will develop an overall technical proposal for the evaluation, including:
A cover letter introducing the evaluator/organisation and how the skills and competencies described above are met, with concrete examples,
A 4-5 pages outline of the understanding of the assignment, proposed evaluation process and methodology and time-lime,
A CV not exceeding 3 pages demonstrating educational qualifications and professional experiences,
At least two recent examples of a previous evaluation of similar projects.
Financial proposal
An indication of the consulting fees including travels, DSA, accommodation, communication and other related expenses if any.
Payment to the consultants will be based on the invoice submitted to SNV.
